History

In 2013, the Vermont legislature passed S.59, a bill creating the Direct Support Provider Workforce Council and granted bargaining rights for over 7,000 personal care attendants (PCAs). http://www.leg.state.vt.us/docs/2014/bills/Passed/S-059.pdf

Since the passing of the bill, two labor unions, SEIU and AFSCME have been fighting to represent the PCAs.

However, SEIU chose to withdraw from contention, so ballots that went out on September 9, 2013 had only have AFSCME or no union listed.

1412 PCAs voted for AFSCME, while 566 voted for no union and well over 5000 did not return a ballot.  AFSCME "won" with  just 20% of the bargaining unit supporting the union.
