History

In 2007, Governor Ted Strickland signed Executive Order 2007-23S unionizing 7,000 home Personal Care Assistants (PCAs). http://www.tedstrickland.com/7-17-07-governor-signs-executive-order-to-establish-collective-bargaining-for-home-health-care-workers/

SEIU 1199 quickly moved to organize the PCAs. The contract they had expired in 2012. Incoming Governor John Kasich revoked the original Executive Order and the union is no longer recognized.
