History

On July 4, 2005, Governor Thomas Vilsack issued Executive Order 43, authorizing a meet-and-confer process with AFSCME Iowa Council 61 CDAC Local 1100 as the exclusive representative of Consumer-Directed Attendant Care providers.  The union was organized by a card check process without an election.

In December 2006, the Iowa Department of Human Services and AFSCME signed a memorandum of understanding, as opposed to a contract.

On August 20, 2012, Governor Terry Branstad issued Executive Order 79, rescinding this earlier executive order and ending AFSCME's status as exclusive representative of these providers.
